Also, be sure that the radio system in your area isn't encrypted before you buy a scanner, or you will just be wasting your money. I don't know of any scanner that can monitor encrypted transmissions.

Depending on where you live, you can tune in to local police and emergency radio with a smartphone app. There are some really good free police scanner apps out there for both iPhone and Android.
