Precision Rifle Builder???

Anyone handy with basic hand tools can build a custom now if you choose an action that is machined with tolerances to accept prefits. Some of the "custom" shops now keep actions stocked (for example Impact) along with the appropriate barrels and stocks/chassis.
Collier Rifles in Millen, GA Joe Collier, Would put my 4 up against any one of the Ultra high priced rifle builders.
