How do you get your listing up there? I pay and get charged but it doesn’t work , maybe the 3rd or 4th time in the past few months. What could I be doing wrong?

You're likely confusing a Premium Listing with Featured Listing.
A Premium listing creates a banner ad for your listing at a cost if $3/3 days. You currently have an active Premium Lisitng.
A Featured Listing stickies your ad at the top of it's category at a cost of $5/day.
