The scanners run every tag, that’s not random. They don’t display info without a “hit”
Flock cameras also run plates, but are looking for illegal activities inside the vehicle. My personal opinion the Flocks are unconstitutional and there is a push in most states, to outlaw them. Georgia is one of them.

It's not against the law to run them randomly. They run the plate they see, which is random.

It's still being ran, even if it's only displayed on "hits".

I see you have confirmed they do run the plates the very next statement, so we agree, you're just being arrogant about it.

Agreed on the first point.

I’m conflicted about the Flock cameras. I don’t believe in constant surveillance like New York City is, but I see their value in catching crimes in-progress/evidence of crimes and using them to put criminals away.

Now, I have to wonder if criminals have simply become more sophisticated where this has become a necessary evil or if law enforcement (at all levels of the justice system, not just police) simply doesn’t have the means, manpower, or resources to investigate and do the legwork needed? I truly do not know.
