Relisting

I do understand that costs are what they are and adds do not always cover expenses and appreciate the three listing we have free each month. that said, a couple of questions if I may.
1) if you do a relisting, is this considered a "new" add?
2) if you change any of the wording in your add, is this considered a new listing?
Thanks for any help. I am having trouble, obviously with relisting and am wondering about this.

Relisting does count as a new ad. Editing an existing ad does not. Or that's how I interpret the rules. Hope this helps!
