Reply with Quote

The past couple of times when I've been in a thread and wanted to post a response with a quote of a prior post within the thread, I have hit the "Reply with Quote" icon thinking that is what I needed. Howeve, each time I do so the the little clock circle gizmo (used to be an hourglass on the old Windows version) simply spins and spins and spins and you get the idea.

What I am doing wrong?

Doesn't matter which computer (home or office) either. Same thing.
