That’s the Rimfire stock insert. I always use Warne Vapor bases with low rings on the centerfire Americans to get the scope as low as possible.

There are several models of Ruger American rifles that have interchangeable cheek risers. Yours is fixed. There are some pretty cool aftermarket risers that I have seen installed on those stocks. Drill a couple holes through the stock and attach them with screws.
