Heck, this is just a couple of cities. The entire state of NJ bans hollow points.

That's one reason Federal developed their Guard Dog ammo. It's looks FMJ but actually has a polymer tip in the core that allows the top part of the bullet to expand. Pretty slick idea and made just for idiot jurisdictions like these.
