In most guns, it will work and likely safe. However, semi-auto cartridges headspace off the case mouth not off the rim. If you were to drop a 40 in the 10mm chamber, it would swallow it and the firing pin could not strike it. If you load from the magazine, the extractor will likely hold the case and be the "head space". That puts a lot of extra stress on the extractor. This isn't a good thing for the extractor and can cause premature wear. You also run the risk of the extractor slipping off the case, then you have a misfire and when you rack the slide, the round will stay in the chamber. As the slide grabs the next round, you are driving it into the previous round in the chamber. This could be a dangerous situation. If you have a 10mm revolver, you have to use moon clips for the 40 to work.

As for revolver rounds 38/357mag etc, they headspace off the rim. So anything that will chamber will fire.

One other thing, 1911 guns have a steel extractor that isn't designed to flex. Most modern guns have a spring loaded extractor and it is safe to drop one in the chamber. You should always load a 1911 from the magazine to avoid damaging the extractor. It can be permanently bent from loading by dropping in chamber. Ask me how I know.

You can buy a drop-in 40 S&W barrel and put in that Rock Island. Same mags will work. Then there will be no headspace/extraction issues.
 
I already have 40 sw ammo and these Rock Island 10mm 1911 pistols are priced low,, anyone tried ?
TFB TV did a video on the then new Hi Point 10mm pistol a couple of years ago. In that video James Reeves Esq. fired at least a mag full of 40 through said Hi Point with zero issues. And that's a Zamac slide on a polymer frame. Not saying it's a good idea just that it did work.
I don't own a Hi Point 10 but I do own an RIA 10mm. But I guess on the OTHER hand there ain't a helluva lot of difference in price in 40 ammo and 10mm. So probably not a worthwhile gamble.

I do own a Hi-Point 10mm Carbine. Absolutely love it. 100% reliable and accurate. Just wished it had higher capacity mags.
 
On the note of converting the 1911 to 40S&W. I purchased a Para-Ordnance P16-40 25+ years ago. That is double stack 16 round mag in 40 S&W. I promptly purchased an aftermarket 10mm barrel for it and it has been my woods gun ever since. Use same mags. I did upgrade to either a 22 or 24 LB recoil spring though. Years after my conversion, Para starting selling a P16-10mm.

So swapping from 10mm to 40 in a 1911 is as easy as swapping the barrel and maybe the recoil spring.

My brother has the RIA 16 round 10mm, and it has been flawless. We haven't tried a 40 barrel in it. Although, I am sure it would work fine. I also have a 2nd Para P16 that I converted to 9x25 Dillon. So there are a lot of options.
