Technically he's right. He's can is quieter than the action itself because cans don't make noise. Lol. Now metering a fired round through his can being quieter than the noise, that's a different story. Lol
 
So it sounds like 223/556 is right on the cusp of being hearing safe depending on the can, the gun, the weather, the phase of the moon, etc...

Rather than handload to get subsonic (which sounds pointless except for bolt actions), how hard would it be to handload for consistently hearing-safe rounds?
 
If it won't cycle the bolt on an AR then why do people suppress AR15's? I assume that you would just need a weaker buffer spring no?

It gets rid of the boom but not the crack of hypersonic bullet travel.

Boom can be identified and located, especially if a follow up shot is fired. But sonic crack is non-spatial, it cannot be easily identified or located as it is non-directional but it still is heard and a reported sound. One can't tell where the shot has been fired but they are aware of it, if still alive.
