He did but there is no pvc needed in the interior service run. Pvc is needed for a ground fed service but all that is needed there is one 2 1/2” pvc 90 with a nipple protecting the incoming feed. If the box sticks out past siding they may have built out for that. Kinda ratty.

The meter should be mounted on the final exterior product, underground pipe or weather head all mounted to the exterior...I'm not sure what this guy is doing.
 
It’s coming from underground vs overhead. The panel box is behind the meter box. The builder is now saying he can take it off and mount the meter to the wall. (Duh) called another local electrician and he said he’s never seen that either. The issue is there will be brick on the outside up to about 24” then vinyl from there up like at our old place (see picture). It’s in the same county with the same EMC service and they bought Off on the pipe bend there.

The meter gets mounted after the brick. The Romex jockeys need to put a sleeve out for the masons
 
Ok if the panel is located literally right behind the meter than there’s some real rats at work. Honestly with what you said sounds like they built out to not screw into the back of your main house panel. Option 2 is they built it out to have a straight pipe run in to bottom of meter without the need of an additional bend to properly install meter stub. Which would make sense for the bs comment about pipe bends. No matter the possibility that standoff looks like a 9 year old built it while he was bored on the job site.
