Just need someone on the construction crew who speaks English as first language.
Seen some weird stuff go up with some Hispanic crews. Give ‘em instructions, they nod like they understand, you might as well be talking to the cat.

Ok, my electrical inspector said he’s seen this a few times. As we all know, the meter box is usually mounted to the outside wall on top of the siding. In this case the builder either doesn’t have the siding or isn’t ready to install it. They build the wooden box to mount the meter and get one more item completed on the punch list. The siding or brick guys will wrap the box in aluminum flashing before installing what the plans call for. It doesn’t need to be treated since it’s not ground contact and will also be wrapped.

Thanks for checking with your electrical inspector. I’m just gonna have the builder call the electrician to come back and remove the wooden box.
 
Got the wooden box removed and brick now up prior to vinyl siding

I'm wondering why did they enclose the PVC in brick and build a bump in the wall? It seems more logical and less expensive to brick the wall flush and run the PVC down along the outside of the wall.
