I'm wondering why did they enclose the PVC in brick and build a bump in the wall? It seems more logical and less expensive to brick the wall flush and run the PVC down along the outside of the wall.
Because the brick was too close to the box. That was the whole inspector thing. Said can’t put that much bend in the PVC.
 
They enclosed the PVC inside the brick to make it a helluva lot more difficult to repair when time comes down the road. Ha ha But seemingly here aesthetics over function. UNLESS on the interior there is an easily removed access panel to service a repair.
not sure what kind of repair would need to be made between the dirt and the box that couldn’t be fixed the same way they will run the wire up in there. The breaker box panel is on the other side of the wall from the meter box.
