It was definitely not loaded by the end of the video. When the guy pulled the magazine and racked the slide twice, I didn't see or hear a round pop out, though it was off camera, so it may have just been a loaded magazine with no round in the chamber at the beginning. Or, maybe I just didn't see it eject. Also, you can hear him pull the trigger with a click. One other possibility is a broken extractor. Guy racked the slide twice, but didn't do a visual and tactile inspection of the chamber with the slide locked back. Someone still would've had to rerack the slide to reset the trigger. I know it's a 1 in a million thing, but I always ALWAYS do the visual/tactile chamber check. Either way, smart money is on someone else reinserting the mag and racking the slide.
