No, I think JD Vance will overrule the parliamentarian on SHORT and HPA and several other key pieces of legislation in the BBB. The president of the Senate (Vance) is allowed to overrule the parliamentarian.

They can't do SHORT and HPA as separate bills because they would require 60 votes in the Senate to pass under the filibuster rules. The only topic which does not require 60 votes for passage and only requires a simple majority is budget reconciliation. That's why these two must be included in the BBB otherwise they have zero chance of getting 60 votes for passage separately.

Per ASA the HPA and the Short Act have been removed from the BBB due to the Senate Parliamentarian ruling it is not compliant with the Byrd Rule.

They haven't been removed. They are in limbo. JD Vance as Senate President can still override the parliamentarian on each judgement under the Byrd rules. Also, Senate Majority Leader Thune is also able to fire the parliamentarian and replace her with a new one and re-run the bill through the new person.

The current parliamentarian was put in place by the scumbag Harry Reid. That should tell you ALL you need to know about her. Thune should fire her ass immediately if he had any balls whatsoever.
 
Its being reported that the HPA and Short Act was put back into the bill, however, they have removed the $200 fee, but still has to be registered...........with wait times.
