I'd try some gentle heat.
Some penetrating oil wouldn't be bad to use, but I'd use it sparingly. I'd be worried about it penetrating the seals and getting inside the optic.

Why not put it in the freezer overnight that'd slightly shrink the metal and the connection between the lock ring and adjustment ring.
You're turning the piece indicated in red COUNTERCLOCKWISE, while simultaneously turning the piece indicated in blue CLOCKWISE?
Those directions are while the scope is oriented to the shooter in the same manner that it would be when looking through it.

Not yet although I’ve tried, but I’ve been easy on it so to speak. I need to use more torque (I guess), but I’m concerned about breaking scope.
