Where to buy large panels of level IV plates

Looking to buy some large panels of level IV plates to add to my range space. Does anyone know where to buy any in at least 24”x24” Dimensions?
 
Level IV would have to be ceramic, not just steel, not even AR 500 steel.
So, can you make your own by buying large sheets of porcelain tile?

Maybe laminating the ceramic over some ordinary construction grade steel and then putting on an anti-fragment anti-spall coating over the impact surface?
I've heard that large sheets of ceramic / porcelain comes in sizes as large as one square meter, and thicknesses of a quarter inch or a half-inch.
 
For a range backstop,
I'd be looking at AR 500 steel tipped at an angle to deflect bullets downward,
and to minimize the chance of gouging or dimpling the steel,
and I would be sure not to fire any steel core rifle ammo there,
at my private range.

Then back fill the steel with dirt, been using this set up for 40 years
