Would it be legal to Bowhunt for Deer and carry a Ruger 10/22 for tree rats? (Next week when deer / bow season starts...)

Nope (unfortunately). When it comes to game laws, you are presumed guilty. Same reason you can't have a center fire sidearm during PW seasons (unless you have a GWL).
