Who the heck is "Unavailable"?

I didn't know until a few years ago there was so many legitimate callers, calling for legitimate reasons, whose were names Unavailable.. It's freaking amazing!

I have my iPhone set to ignore unknown callers. If you ain’t in my contact list. My phone will not ring. Their call goes directly to voicemail.
