Why don't we have a landfill in Henry Co?

I've been hauling stuff to Clayton Co for years but they've shut it down to out of county residents. So can anyone tell me why one of the largest counties in the state does not have a landfill? Who do you get a hold of to get one established? County commissioners? I've got lots of stuff I'm going to be hauling off but not all at one time. So a roll off dumpster won't do me any good.
 
If a commissioner's buddies get a land deal together and green lighted permits, you'll have a land fill.
Garbage is really becoming an issue with the Clayton landfill closing down. Garbage dumping has been running rampant. The county has sold has us out for development dollars.

My trash bill just went up cuz they arent' able to dump at Clayton anymore. It seems really ridiculous to me that there is not another local landfill.
