How bad do you need the job? If you have already taken it to upper management and been given the brush off I don't know that taking it any higher is a great idea... unless you have disposable income. A company will fire a squeaky wheel 4.73 times faster than an incompetent or lazy employ(please note, this statistic is completely made up but probably close)
And unless you have filed a complaint with the DOL, you are less likey to be protected from retribution (Not that retribution could or would occur, but having a complaint filed with DOL helps in a case like this if you think it might occur).
ETA: It wouldn't be a bad idea to have a coversation with corporate HR and keep documention of time/date/communication; It's another avenue to help protect from retribution or wrongful unemployment (but depending upon how your corporate office does business, documented communication with HR /and or a DOL complaint may still not help if they want to play dirty pool)
