The original text of the NFA was meant to regulate handguns. Short barreled rifles and shotguns were included so that people didn't have loopholes for handguns. Before it was voted on they removed handguns but never took out short barreled rifles or shotguns, so they ended up as NFA items. Guns used by criminal organizations in the '20s.
