I am not sure you need any paper work for the lower with the parts you have in it.
After the short barrel was removed,is it not no longer a sbr? and now just a lower?

The lower is the "firearm" that is registered with the batf.

The lower stays a NFA item until you petition the Govt to convert it back, thus loosing your $200 tax stamp. The bbl length has nothing to do with it like drtybykr said....

This lower came from Noveske as a SBR lower. You will not have to have any engraving done...pay the one time $200 tax and slap anything shorter then 16in on it.
