I'm just a retard, but if this is anything it's geoengineering, not direct toxin delivery in my opinion. Water supply would be much more efficient. Cloud seeding has come a long way since Operation Popeye flooding the ho chi minh trail.

You don’t have to use specialized equipment. Look at the amount of aircraft in the air. Fuel additive. One tank with and one tank without on the ground. The ffa controls fights, spray this area and fill up with the additive in tank one, no spray and fill from tank two. You don’t even need a special button.

And it would be SO difficult to distribute chemicals from airplanes that don't leave visible trails!
