I’m stationed on Fort Benning, and there are a few military stores in the area that carry cheap- mid level carriers here. I’m not sure what’s available up towards Atlanta, but I think there is a 5.11 store up there, and they make a decent carrier.

Some of the cheaper carriers are uncomfortable and restrict movement. A plate carrier should have things that keep you alive, ammo, water, medical supplies, etc. Your belt should have tools, dump pouch etc.
Best thing you can do is try some on, you might regret going cheap on a carrier...
