well if you cut 33% of the length of a barrel off a rifle(24 inch VS 16 inch) then you gonna lose speed, just that simple.
plus one needs t know how the reported test was conducted, if from a test barrel/true weapon, altitude , temperature as well as the barrel length.
years ago almost every reloading manual and ammo manufacture really pressed (lied) FPS for any advantage they could get.
at the end of the day its where you put that projectile more than how fast you put it there.
this reduction in performance is no different than the military found when they went to the 16 inch barrel in the 556/223.
