97 corolla engine code

my Daughter moved home and the 97 corolla she brought with her wont pass emissions. P0401 insufficient egr detected. I have cleaned out the carbon plugging the intake and it passed all the troubleshooting tests. (Applied vacuum or measured vacuum) at Each of the units are non reporting and there is a sensor somewhere that is not happy, but I cannot figure out what or where it is. (Yes the solenoid works and tests good)

It still throws a code p0401 after a few miles. What sensor on the motor causes the computer to illuminate the CEL?

Several times. The individual non reporting components are working as advertised
