Never thought about it that way but I'll go with action. I've fished the same color and only caught on specific lures. Of course I've fished the same lures and caught more on specific colors too...
Color, because all I use are 7.5” Culprits.
for me, action over color any day of the week 90% of the time.
action and or depth are for more important.

I'd lean toward action over color, but color is still pretty close. Right lure and wrong color could be just as fruitless as wrong lure.
