Yep my buddy and I discussed last week ( he lives near Fresno and is out of CA as soon as he retires).
Every time you buy ammo BG check. Different caliber BG check, dont have that caliber registered - yes registered that may be an issue.
By this I understand that to get a CCW you declare the weapon to be carried...
No private sale which means you buy it you keep it or shoot it. No drive in from another state with ammo.
