best I could come up with is, it is a make shift slugs that you can shoot out of a choked barrel.

It's a way to make cheap slugs. Don't know if the BB's would make much of a difference since the wax keeps the projectiles together already; it would only change the impact if the overall weight of the projectile increased and I don't know if BB's will do that much.
