Be patient. Loosen it up and leave it for awhile. This technique might help, for a similar Nordic.

Yeah I finally got frustrated and left it there before I strip the threads off the aluminum piece.

What's the barrel nut look like?

You generally time the nut, and the rail follows.

So does it just slide over? What exactly is the issue?

Time the barrel nut for the gas tube and torque to spec. Install gas block and tube, spin lock nut into barrel nut, then spin handgaurd onto the barrel nut and tighten until the rail is aligned with the receiver rail section, clamp in a rail vice to keep handgaurd 100% aligned with the receiver. Use either a Yankee Hill spanner wrench or brass drift and small jewelers hammer to lock the ring in place. You rail may also have a socket head set screw at the 6 o'clock position that needs to be secured after applying blue Loctite.

It is 3 pieces, a lock ring, a aluminum rail piece that threads on and then the main part slides in and set screws go in and I can't get the lock nut and and rail piece to time to the upper
