Arizona Passes Bill to Lift Infringements on Second Amendment???

the Arizona Senate passed Senate Bill 1122, which prohibits local governments from requiring background checks for private party transfers.

I thought AZ had strict preemption. Why would a local bill affecting gun rights even be allowed in the first place?

It's sad that anyplace in AZ would be anti-gun like that.
