I didn't read all 18 pages of this thread but the first 6 pages I did read all advised calling cops to set a record of problem in motion...
I feel that's a mistake (personal opinion)
I feel its just a tip of the hand and I want to be completely innocent?

Your own a your little dog goes outside someone is watching him and if goes over theline or across the street you collect him up quickly..
Is this jerk really oblivious to the fact that his dog is OFF his property?..nope
Does he care?..Nope
Running around other peoples property snapping at women/kids and chasing cars..does he care..nope
You have 5 options( I have been in this very situation) and I wont tell you which one I chose..but my problem STOPPED immediately ..
1 Do nothing..stay in house/hide.( its up to you really//live w it)
2.Call cops ( this lets neighbor know you dislike his dog)
3.Shoot dogs DEAD..BOOM!BOOM!BOOM! (this is noisy and very messy)
4.Kill dogs silently by accidently ingesting LARGE amounts of RAT poison, that you put in back yard for rat control problem you have been experiencing lately ( They trot home w a stomach ache and NEVER return)
5.Sue the heck out of neighbor..$$$ money and lawsuits are what makes grown ups fear the very most.
it doesn't mean you will win but fear /intimidation/mental stress/loss of sleep/mental anguish is very real and a good attorney will make these people squeal in fear..
