Building AR-15 - Lower receiver?

I know that I can't buy a stripped lower from an FFL. But how about an individual? I would prefer to assemble it myself. I am not sure about an assembled one with the buttstock. Seems like if the serial were designated for a long gun, it'd be okay to buy it from an FFL... but if firearms law always made sense, we wouldn't be having this conversation.

Could you not purchase a lower that was logged in an FFL's book as a long gun?

Call the ATF, they will explain Everything to you. They are a great bunch at the Atlanta office. Sometimes even the dealers dont even know the law.
