Can't you order it using the other person's info and out yours as the billing info? They are going to have to fill out the Form 4 anyways

Go down with them to your favorite FFL and pick out the item. I would be upfront with the FFL and let them know this is a gift. The recipient will get to fill out all the paperwork and fingerprints etc. You will be providing the funds to cover the gift/purchase.
Of course it would help if you have done business with the FFL before. Because if it can be put into the category of "STRAW PURCHASE", the FFL will have to refuse the transaction.
