County drained my duck pond

Georgia's version of EPA is the Environmental Protection Division (EPD) which has a Watershed Protection branch. GA EPD is part of DNR. You should be able to get directed to whomever you seek via 1-800-GEORGIA.

Thing is, all these agencies want rid of ponds. I don't exactly understand your problem, but if the destruction was done without direct intent to drain your pond I would just fix it and leave .gov out of the loop. Or let the beavers do it? You get EPA in there and they might find an endangered salamander; wreck your whole day.
 
I got the same thing stopped in my county several years ago by calling the Army Corps of Engineers. The Corps kind of haggled me about it for a few minutes. I then told the person on the phone that if he could not do anything I would notify my Congressman and see if he could get the ball rolling. The man on the phone said something like "Give me a few minutes and I will call you back". In a little while I got a call by someone sitting at the site of the problem.( County was destroying beaver dams and filling in the wetland.) He said there was definitely a violation. The problem was solved that day. On the other hand, I seem to remember, years later, the feds repealing the wetlands law in favor of development.

Repealed (or rolled back, I don't remember which) because they were claiming the trickle from your downspout was a wetland.
 
I actually got in touch with a guy at Corp of Engineers yesterday. He is the first person to show any interest. I am sending him pics next week. I don't know if anything will happen, but worth a shot. I also met with a county commissioner today and showed him pics. He is going to try to come look at it.
The beavers have been very busy this week, as they have moved up the creek and built a new dam. It is flooding a swampy creek bottom very nicely. The new pond is just to the right of one of my favorite deer stands. Should create a nice funnel.
Still not happy about the county's actions and hope to get something done.

I spoke with my commissioner as well over my incident. She was quite outraged over the phone and said they absolutely had no authority to do that. And she'd get it fixed. And then she disappeared and went silent. I'm sure she was told to shut up and color.
