I'd keep a ton of snap caps around in different calibers if I taught a class like that and make them use that when not live firing. there are many new folks whom have no idea about firearms that can unintentionally do harm.

I agree, however, the incompetent leadership seems to be the one to blame here.
The student, on the face of it, seems to have been doing the right thing by seeking training.
