As I understand it a 'No Guns or Weapons" sign has precedence over a
carry permit. Does a sign prevent anyone from entering with a firearm?

Those signs probably meant to provide protection from liability for the
building owners more than safety for occupants. Intruder shoots up
the place before 'security' arrives not owner's fault. "We had a sign".
