Advised...
When running an AR-15/M-16/M4 it is advisable to run 28rds in a 30rd magazine.. there are several of benefits to this:

1. Reliability - while a 30rd magazine is designed to hold 30, the maximum compression of the magazine spring can cause problems if the gun isn't up to spec (ie worn out or a POS) or running auto/suppressed.

2. Ease of reloading - seating a magazine with 30 can be a pain if the bolt happens to be forward. Failure to fully seat results in a failed reload which turns into a malfunction drill instead of a trigger pull.

3. Longevity of the magazine - loading 30rds for use/storage will eventually lead to a more rapid spread of the feedlips on aluminum magazines

Why 28 instead of 29? - loading 28 allows for an easy check for full capacity - the round is always on the right and you can depress the rounds to be even with the bolt release cutout.
 
-1 ALWAYS on hi-cap rifle mags. Pistols mags get full capacity then chamber the top round.

I've watched way too many Joes have problems from cramming their mags to full capacity. Mags that dont seat and then fall out at bad times and weapons that wont feed the first round because of binding caused by the pressure of too many rounds in the mag.
