Duty belt pouch or ??

Anyone know what this leather pouch is for ?
It’s a double fold, double snap pouch that fits on a belt.
The opening is so small, I can’t figure out what it’s made to hold.

The opening is tiny though. A pager wouldn’t fit.
I thought maybe a zippo lighter, but I don’t think it’s even big enough for one of those.

Oh I see, it’s called a dump pouch. Leather has likely shrunk some over the years.

If it is possible that it was made for the hunting market, I’ve seen those made to carry 4-5 rifle rounds.
