Completely forgot about my explosive targets. Definitely a force multiplier for sure!
I'm amazed only 1 person mentioned comm... A good means of secure communication has to near the top of list of low dollar high yield things. Many of the other things listed are made much more valuable if you can then get the info to the folks that need it and coordinate.
Bolt cutters, most used weapon/tool in every mad max movie, and no reloads...
Comms are an amazing resource and crucial for getting a community through tough times and back on its feet. I personally have 10 cheap VHF HT's, 2x25w go kits in backpacks, 2x50w mobile rigs in vehicles, and a Yaesu 857D all mode/all band I use as a base.

Alcohol is definitely a resource. Now alcohol production would be a great tradable resource.
