Atlanta is the gay capital of the whole southeast United States. And on top of that we have a huge population of ghetto trash that uses intravenous drugs and neglects basic hygiene regarding sharing needles or cross contamination of drug paraphernalia.

Then let's not forget Atlanta's well-deserved reputation for being the center of prostitution, sex work, and human sex trafficking. Girls and women are enslaved and put on the streets by pimps. Naturally a lot of those pimps consider the women to be disposable and don't care whether they have HIV or spread HIV--as long as The girl looks healthy enough to work and isn't so sick that she is a total turn-off to potential Johns.
