Well, regardless of which hand gun he goes with, he should be able to find a quality pistol on the ODT for between $300-$400 (As long as it isn't FDE or OD!!!)
I will suggest that when he gets to the point of buying a shotgun, I suggest a Maverick 88 12ga, which SHOULD go for about $150 on ODT .....

I'd agree with trying out a few handguns before buying the first one... I've bought things based on reviews and/or what looks the nicest before, only to find out it doesn't shoot that well for me.
I'll also second the Maverick 88 recommendation. Not the prettiest or most "tactical" thing out there, but I've never seen one that failed to function correctly.
