If that was me it would be because I didn't check the forecast and there was no way in hell I'd be leaving my bike downtown to find other transportation. Riding in the rain is no fun, but I have been there.

Throttle cable probably snapped and he melted his rear brake 50 miles ago.
Is afraid to use his front brake because he honestly believes it will cause him to endo his 1200 lb steed and he doesn’t want to clutch it and risk blowing the motor.

It's not just Harley riders. I used to love riding in the rain on my VStar 1100 or FZ1. Rode from PTC to Tail of the Dragon in the rain. Had a blast. Rode from PTC to work at the ATL airport in 18 degree weather a couple of times, too. No heated gear. Yeah, folks look at you like you're crazy. Sure do miss it........

I rode in the rain, cold, sun, warm, …… it doesnt matter what the weather is if that is your only way to go. It was mine for several years. You have to have the right equipment.
Rain feels like BBs hitting you. - You gotta ‘man-up‘ as they say ! Lol.
