HB 406 reciprocity fix

HB 406 has passed the house and "crossed over" to the Georgia Senate.

This bill is a minor adjustment of our law that is needed to fix a BIG PROBLEM caused by the fact that most other states we currently have reciprocity with do not like the idea of 18-20 year olds carrying guns, and for a few years now Georgia has changed our GWL issuance standards to allow for MILITARY VETERANS, either currently serving or honorably discharged, to get a GWL as young as 18, if they've passed their weapons training in the military.

GEORGIA's Attorney General declared that if we don't have full reciprocity with a state, and the age limitations don't match and that other state won't recognize an 18-20 year old Georgian's carry permit, then WE can't recognize ANY of their carry permits, regardless of the age of the licensed person from that state.

(Thanks, Ken Ford, for pointing out that this isn't Virginia's fault).

So, our legislative fix to the problem is for Georgia to declare that Virginians (or folks from any other reciprocity state) CAN carry in Georgia IF Virginia recognizes our GWL's for persons at least age 21 and up. They don't have to grant reciprocity for 18 year olds in order for us to give all their permit holders reciprocity rights.

Looking at the wording of what you are proposing I can't support it.
VA already does what you are proposing, why start that war again??!

Yeah, it's NOT Virginia's fault. They were willing to recognize any 21 year old Georgian's GWL.

Georgia, specifically our Attorney General, said that anything less than full reciprocity for all ages 18 and up is not good enough to have any "reciprocity" with that state.

So it's a problem we created, and the Georgia general assembly, with HB 406, can over-ride the AG's objection (make it moot).

This is the current Ga. Department of Public Safety list of states that have reciprocity with a GWL issued in Georgia.
Virginia isn't on that list.

Now, maybe we Georgians don't need "reciprocity" with VA, if VA just says "it's OK for you to carry there, even if your state won't let us carry when we visit you." That's nice of VA to say such a thing, but MOST STATES insist on bilateral recognition. You let our people carry when they visit your state, and we'll let your people carry on a Ga permit when they visit here.

So our AG's position, based on the wording of GA law, needs to be fixed.
There's a huge potential problem with other states that could result in losing reciprocity over this 18+ GWL scenario.
 
This bill passed out of the Senate Judiciary Committee on Thursday evening. Goes to Rules, and then hopefully to the Senate floor for a vote.
 
Call your Senator, and the chairman and vice chairman of the Senate rules committee. I did today. All 3 of them.

Let's get some pressure on them to pass this bill out of the Center for the governor's signature.
