This is the answer! Everybody thinks aliens will be some highly advanced, sure intelligent beings. But they'll still have members of society who won't work, have no money but need to get around. They travel by space bus. This property is a space bus transfer station! The aliens have to assume random human appearances while waiting on the next bus in case someone sees them.
