I'm not sure I follow your math. I see .4 gallons in almost 6 hours. That would be 1.6 gallons per day

Here is a video of the leak detector. It seems like it moves back and forth in both directions. It does not do it constantly and usually is just very little but it certainly moves a little to the left and then back a little to the right. Is this normal?

Can be. How high was the water bill? What is a normal bill?

try this for gallons used

take water hose to meter
& 5 gal bucket or pump-up sprayer, they are usually marked in 1/2 gals
add water to bucket
watch red pointer

Yea that could be right. I think a hash mark is a tenth of a gallon bUT u could be right
