So I have 77 VAC hot to neutral at the duplex wall receptacle. At the same receptacle I have 119.7 VAC hot to ground. At the breaker I have 119.7 VAC hot to neutral.

What is the issue? All wiring is copper.

Sounds like the outlet is about to go, get it changed out pronto.

Thanks. I changed one of two in the room about 2 years ago. I will change the 2nd one and post the change if any.

Is it a gfci?

is it the only outlet on that circuit?

did you check hot to neutral?

hot to ground?

When you change it, don't use the stab lock connections on the back. Bend the wire around the screws and make sure it's tight. They can loosen up over time.

95% of electrical problems are loose and dirty connections.

Well I changed out the receptacle. Made no difference.

Not a GFCI.

Not the only outlet on this circuit. Hot to neutral is 77 VAC. Hot to ground is 120 VAC. Neutral to ground is 19 VAC (makes no sense to me).

Yes I did that.

Other receptacles on that circuit read the same? Or normal? Other circuits?
Could be a grounding issue or loose/open neutral.
