How do I use this sling?

The Buckle in the middle is your quick adjust piece. From the looks of it, its quick adjust one way only so you have to decide if you want it to quick adjust to tighten or loosen and set the sling appropriately to make the push or pull in the direction you want. Fitting the sling to you still means setting the adjustment all the way in and using the ends to set the length to you. The little piece attached to to the buckle will hang.
Thanks for the info. Although what I'm getting here is that there's always gonna be loose **** hanging with this sling.
 
From the photos on Westlake Tactical's website, it looks to attach to the rifle like the Magpul MS 1. It looks to adjust with the pull tab. I suspect you might prefer the Magpul Rifleman sling for your style of carry.


 
I have a Blue Force Gear Larry Vickers sling. The extra length of strap coming out of the buckle tightens and loosens buy pulling it one way or the other. I put the strap over my shoulder and across my body and then adjust it until I can still shoulder the weapon until it is fairly tight. If you want to loosen to aid in removal just pull the strap the opposite direction. The Vickers sling is pricy but worth every dime. I don't have on every gun. I run Magpul slings on several. I prefer the two point sling because it limits movement when you take your bands of the gun to aid in stability.
