The entire Georgia Code is subject to a rule that says readers of the laws should assume that every use of a singular word would also include the plural, and every use of a plural will also include the singular.
Just like every reference to "he" or "his" also includes the neuter or the feminine gender too.
This rule of interpretation for words that end in a plural form
is written in OCGA itself ; see code section 1-3-1(d)(6).
